In a comment to the publication, Deputy Minister of Energy Svetlana Grinchuk explained that the Russian Federation really changed its tactics, and this has led to new problems for the industry. According to her, during the first two years of the war the Russians carried out sprayed shelling, when the rockets were launched on large parts of Ukraine's energy system. However, the strikes are now more accurate and concentrated, dozens of missiles and drones are directed to one target.
"In such a short period of time - in a few weeks of these massive Russian attacks - almost all our annual efforts to restore and repair were destroyed in a few days, in a few attacks," Grinchuk said.
The head of the Kiev Energy Industry Research Center (EIRC), Alexander Kharchenko told CNN that at the end of March the Russian Federation had made one of its largest missile and unmanned attacks on Ukraine's energy infrastructure, which resulted in more than one million households in 10 regions of the country. "On March 22, Russia began to implement its new strategy of attacks," Kharchenko stressed.
According to him, the essence of the new strategy is that the attacks of Russians are concentrated for specific purposes, when a large number of missiles and drones at the same time focus on a very limited number of objects. Since then, the Russian Federation has defeated Ukrainian power plants throughout the country, and on April 11 has completely destroyed the Trypillian TPP - the largest power plant in the Kiev region.
DTEK, the largest private energy company of Ukraine, also stated on Thursday that Russia had caused "serious damage" to its two power plants and that approximately 80% of the energy capacities it manage were destroyed by Russian blows. The President of the Ukrainian Energy Analytical Center DIXI GROUP Elena Pavlenko is convinced that Ukraine could relocate part of the air defense from the infrastructure to the front. This is what Russia was waiting for to strike a massive blow.
According to the expert, it is not a mistake, but only about the placement of priorities, since it was believed that after winter it will be possible to apply air defense in other places. The DTEK General Director of DTEK Maxim Timchenko believes that instead of further attacks on the transport systems of Ukraine since late March, Russia has moved to massive attacks on Ukrainian infrastructure, which is involved in energy production.
Moreover, to realize such tactics, the enemy used high -precision weapons, resulting in the indicator of destruction of the Ukrainian power system exceeds 2023. Instant long power outages in Ukraine after attacks on thermal power plants have not begun due to the fact that the energy is stored in storage. In addition, TPPs are mostly used to balancing basic needs, especially during intensive heating periods in winter, when consumption increases sharply.
According to Alexander Kharchenko, Ukraine managed to show the extraordinary ability to eliminate damage to its power grid. Some of the high -voltage substations - key units, which reduce the electricity voltage so that it can be transmitted along the transmission lines to homes and offices - was restored more than 10 times. The restoration of some of them occurred at least three to four times. "They are attacked and restored and then attacked again.
At the same time, says the head of the communications department "Ukrenergo" Maria Tsaturian, significantly increased the pace of repair. So, if in peacetime to replace the damaged large -scale autotransformer for a new one took a month, now we are talking about less than a week. The publication writes that now Ukraine has to solve a completely different problem: to repair not only substations, but also whole substations.
If the substations can be protected with sandbags, nets for protection against drones and other safety products, protection of large substations is possible only through air defense. In addition, experts say that Ukrainian tactics may also change. In particular, instead of the restoration of large electrical substations, which are very vulnerable, Ukraine can otherwise produce energy.
