According to the agreement, it creates the basis for US activities and more permanent presence in Finland, for potential use by US troops, the country will open 15 military bases.

The United States will also be permitted to import defense equipment, equipment, materials and soldiers to Finland. In addition, the agreement provides for the creation of certain military zones that will include objects that only US staff will have access. The deputy from the "left" Anna Contola urged the parliamentarians to reject the agreement, but her proposal did not receive any vote of support. Thus, Parliament approved the agreement unanimously.

The Defense Minister Antta Hachkiann said that the agreement is a significant deepening of the relations between Finland and the United States, which already have similar agreements to more than 20 countries.
