Twenty points to end the war is a fundamental document, we are actively working - address of the President

I wish you good health, dear Ukrainians! Today was a very busy day, and the following days will also be serious. They spoke with the American team in the economic direction - in the direction of reconstruction. I want to thank Secretary Bessent, Jared Kushner, Larry Fink of BlackRock for being so constructive. An important common principle is that in order for reconstruction to be of high quality and economic growth after this war to be tangible, there must be real security at the base.

When there is security, everything else is too. The twenty points for ending the war are a fundamental document, we are actively working, key steps - and these should be workable steps. From this document, we are developing two more documents, at least two documents, and the first of them is a security one, about security guarantees for Ukraine with the United States of America, and also an economic one - about reconstruction and joint investments.

Today we worked specifically on the economic document, and together with me from the Ukrainian side were Ukrainian government officials - Prime Minister of Ukraine Yulia Svyridenko, Deputy Prime Minister Kachka, Ministers Sybiga and Sobolev, First Deputy Minister of Foreign Affairs Kyslytsia. Also, our defenders are represented in all discussions, today General Hnatov was with us in the economic conversation.

The principles of the economic document are quite clear, with the American side we have everything clear about this, I want to thank you for today's meeting in video format. There will be a plan of economic measures. Europe will also be with us in reconstruction, for sure. We plan to work on two other documents in the near future. Rustem Umyerov will continue communication.

For tomorrow, we are preparing a meeting of the Coalition of the Willing - more than 30 states that work together with Ukraine for security on land, in the sky and at sea. Next week, we will coordinate with Europe and in bilateral formats. Ukraine works quickly, each visit, each of our negotiations always has a practical result for our defense, for our stability. Today there is a reinforcement of our combat aircraft - thank you.

The details are not yet public, but we are constantly adding strength in the sky. Today, there is an additional sanctioning step in Europe - there will be more sanctions against Russian tankers, against the entire infrastructure of transportation of Russian oil, and this is right. In December, Ukraine will present its package of sanctions against the tanker fleet, which works for war, and we will spread this pressure in joint formats with partners.

There will be new steps against Russian propagandists. Today there was a report by the head of the Foreign Intelligence Service of Ukraine, including about the enemy's economic situation and the increasing dependence of Russians on China. Never in Russian history has anyone surrendered its sovereignty so heavily in favor of China or any other stronger nation. And it is phenomenal how much Putin is paying just to not end this war.

But the world still has enough power to end this war - to force Russia to do so. Peace is needed. I want to thank everyone who helps. And one more thing. Today I spoke with representatives of the Verkhovna Rada of Ukraine. We spoke objectively.

I will not allow any speculation against Ukraine, if the partners - including our key partner in Washington - talk so much and so specifically about the elections in Ukraine, about the elections under the legal regime of martial law, then we must give Ukrainian legal answers to every question and every doubt. It's not easy, but we definitely don't need pressure about it. I expect that the People's Deputies of Ukraine will offer their vision.
