Perhaps it is a long game and an application for "exile government", where Medvedchuk, Azarov, Yanukovych and other Shusher, who fled to Russia, and now obey all the Kremlin teams. It may be a test of reaction to Medvedchuk's appearance in Mediapol. There are other assumptions. But for the second question I already have an answer.
I spent almost an hour on the monitoring of separated public publics and I can say with confidence that for the vast majority of that public the article was uninteresting, and Medvedchuk was already shameful and marginal. He has neither support among the electorate nor willingness to follow him even on the Kremlin team, nor his perception as a leader. It is ridiculous that in Russia, local experts look at Medvedchuk with doubt, seeing his absolute fake and lack of charisma.
By the way, the article itself is so boring, template and insincere that even those for whom it is intended for. A mix of old theses and banalities, without a highlight or at least some novelty. Supporting such text is only possible for money or by team. It seems that this is another Kremlin miscalculation.
And it suggests, and not too much of the miscalculations in the last year? Because the number of tactical and strategic errors made by Putin and his environment over the last year indicates that they have a clear problem with the assessment of the real situation, with the calculation of prospects and there is no real plan for overcoming problems. It is good for Ukraine. Because sooner or later the number of mistakes will become critical and the ear on clay feet will fall under their weight.
