Share: Russian President Vladimir Putin has approved a law that allows conscription for military service without seasonal breaks — from January 1 to December 31. In addition, a law was adopted on the involvement of reservists in the protection of strategic objects. As "RIA Novosti" reports, the document was published on the official portal of legal acts of the Russian Federation.

According to the new law, from January 1, 2026, the conscription of citizens for conscription in Russia will be carried out throughout the calendar year without dividing it into spring and autumn campaigns. The authors of the draft law are Andrii Kartapolov, chairman of the State Duma Defense Committee, and Andrii Krasov, his first deputy.

They explained that the document is aimed at "systematizing the work of military commissions" and will allow "planned formation of contingents of military personnel. " Despite the year-round mobilization period, conscripts will be sent to duty stations twice a year — from April 1 to July 15 and from October 1 to December 31. Categories of citizens for whom individual terms of departure will be set are also defined.

According to the new rules, summonses can now be placed in the state electronic register, and the term of appearance at the Military Committee should not exceed 30 days from the moment of publication of the notice. Military commissariats also get the right to issue extracts from the electronic register of military records, including certificates in digital format.

In addition, the law stipulates new duties for conscription commissions, which must organize medical examinations and psychological selection of citizens who are not in the reserve. At the same time, Putin signed another law that allows reservists to be involved in the protection of critical infrastructure facilities. Russian media note that it is about strengthening control over military and energy structures.

We will remind that in 2022, for the first time since the Second World War, Russia announced a partial mobilization to participate in the war against Ukraine. Since then, the Kremlin has gradually expanded the powers of military commissariats and transferred military records to electronic form, which allows summonses to be sent out online and controls the departure of men abroad.
