However, the issue of exclusion of the Russian Federation from the organization is even technically difficult to solve, since the OSCE does not have a mechanism that could be used for this purpose.
This situation is because the organization was originally created by countries with very different interests that sought to overcome the escalation. "We are not an organization of like -minded people like the EU or NATO. The OSCE appeared from the Cold War's confrontation. It was founded by countries that had very different interests but wanted to prevent escalation," Smid explained.
