Mobilization in Ukraine: As the conditions of conscription and set to the Armed Forces will change

The basis for mobilization is the system of military accounting, which was updated a year ago, and the law on the preparation and implementation of mobilization, which in 2022 underwent nine changes, and the next 2023 was changed only once. Work on the new bill on the conditions of mobilization, military service and military accounting is actively conducted in the Verkhovna Rada of Ukraine.

Currently, Ukraine's defense forces have 1 million 100 thousand people, and maintaining this numerical composition requires constant replenishment due to loss, injury and dismissal due to health. About it writes "My-Ukraine". The main grounds for the organization of mobilization are the system of military accounting, which was revised a year ago, as well as the legislative document on mobilization training and mobilization.

The law in 2022 underwent nine changes, while in 2023 only one amendment was made. The Armed Forces of the Armed Forces Valery Zaluzhny notes that the legislation contains gaps that allow citizens to evade their duties and intend to solve these problems by introducing a single register of conscripts and expanding the categories of conscription citizens for a meeting or mobilization.

In the fall of the Defense Ministry, it used auxiliary methods by introducing a recruiting project through job search partners, which made it possible to find those who wanted to fill the vacancies. However, according to the head of GUR Kiril Budanov, only recruiting such volumes is not possible. NSDC Secretary Alexei Danilov emphasizes the importance of preparing changes in the mobilization system for discussion on the rate.

However, despite the discussion of military issues at the last rate, changes in the mobilization system have not been voiced. The new bill is expected from the working group, which includes deputies, representatives of the Ministry of Defense and the General Staff. The existing conditions of service and military accounting, as well as the changes being discussed are understood in directions. For example, as for conscript age: conscription can be set at the age of 25, instead of current 27.

Also, they pay attention to military accounting, assuming that women should be obliged to be in military registration in the manner determined by the Defense Ministry. The desire to involve women in military service is also discussed, especially during the martial law, proposing to bring them voluntarily in combat positions.

In practice, the military will have to comply with certain responsibilities that can be enshrined in legislatively: the basis of preparation for national resistance is general -military training of citizens. The Ministry of Education conducts initial training in schools, and the Ministry of Defense is basic for citizens who have reached the age of 18.

The essence of basic training: Currently, such training is conducted in peacetime among citizens of both sexes who want to join national resistance. The financing of such training is carried out at the expense of the state and local budgets and other available sources. The Defense Ministry provides weapons, ammunition, instructors and technical base at its own expense.

Possible changes include the obligation of basic general military training for a term of up to three months for citizens from 18 to 25 years, as well as for all women. The possibility of training in the specialties approved by the Ministry of Defense is also discussed. In practice, conscription summonses can be handed over at the place of residence or work in accordance with the order of military accounting. Persons and persons authorized to give the stories may be legally clarifying.

For example, the powers of the summary can be transferred to the representatives of the shopping center and the joint venture, as well as perhaps the right will be given to police. With regard to deferral and dismissal, the right to deferral is stipulated in the Law on Mobilization Preparation and Mobilization.

The main cases when you can get a deferral, but still call with the consent: for six months, they are given the right to defer: they can make changes to the list of criteria for deferral, including new conditions. Delay can be deprived of students who receive a second higher education, as well as certain categories of law enforcement officers.

The conditions for dismissal are also amended, including the criteria for dismissal from family circumstances and conditions concerning servicemen during martial law. During the martial law, there is no conscription, but the service of those who have been drafted before is not completed. The new rules for the dignity were established by the Verkhovna Rada, keeping their service, but without participation in hostilities.

Under the new conditions during the action of martial law, the durables are entitled to a total leave of up to 30 days a year, divided into two parts for 15 days each. At the time of leave, the personnel of the unit should be at least 70%. According to the law, the term of service is 12 months for persons with higher education and masters, and 18 months for the rest.

During the martial law, these terms continue, although the constituents can sign a contract for the continuation of the service or, starting this summer, voluntarily switch to military service during mobilization. In accordance with the established rules and procedure, approved by the Cabinet of Ministers, the periods are provided with an additional monthly remuneration of UAH 6 thousand.
