The litigation can last for years and during this time an enterprise may lose in price so that creditors are unlikely to receive funds even after sale in bankruptcy procedure.
Currently, the State Property Fund has 115 such enterprises for which privatization has already been made. They have been idling for years through the seizure of property and generating losses. The bill proposes to allow the privatization of arrested assets, and the new owner will be obliged to repay the debt to the state and other creditors, and before such repayment, all arrests and prohibitions will be stored on the new owner.
Among other important changes offered by the bill-payment for objects before concluding a contract of sale. This will be an additional guarantee of fulfillment by the buyer and will allow you to get money more quickly. The terms of preparation of objects for auctions and their conduct will be significantly reduced. Another important change is to preserve all permits and licenses for new owners of single property complexes.
This will allow you to start work on the purchased complex immediately after privatization. Now you need to receive all the permits again. Auctions of large privatization (the cost of the asset over UAH 250 million) will be held exclusively through electronic public auctions. These are old buildings, industrial sites, ordinary garages and warehouses.
There are also some industries, bread -making plants, distillery and more. Every year, their cost is reduced and debts continue to accumulate. The adviser to the All -Ukrainian Agrarian Council on interaction with state authorities Dmitry Kohan cites the example of a clerk in Odessa region, whose book value on papers is over UAH 80 million. However, over the years, only buildings remain from the plant that continue to stretch on building materials.

“Many businesses that are not attached to raw materials and do not have large equipment are moved to the West. But they also have to place the capacities somewhere. In Ivano-Frankivsk there is already a problem with the lack of premises. If there was a larger offer, more enterprises would develop. Especially now that the EU and the entire civilized world has removed from us restrictions on customs and quotas, we can increase exports.
This creates a space for the production of goods with added value, ”says Andrey Levkovich, President of Ivano-Frankivsk CCI. During the war, it is important to use all the means to support the economy. Many businesses have lost their production facilities, but have experience and desire to restore work when possible. Recovery of privatization is one way to support business and fill the country's budget at this difficult time.
“The state, without money, can give business a resource for development. This means several advantages at once - we will reduce the cost of preparing for privatization, reducing the amount of money that needs to be given to resume activities. But of course, we must make sure that this resource does not get to companies related to the aggressor so that it does not use oligarchic structures for monopolization, ”Andrey Dligach emphasizes.
Privatization will save, restore and create thousands of jobs. Business will be able to continue to maintain the economic pulse of the state. At the same time, numerous objects that had no future will return to life and will become the basis for business development, budget filling and GDP growth.
