The People's Deputy specified that a schematically social contract between civilians, veterans and men and women who are at war look like: "Everyone is working on those who are fighting.

" Formats for this social contract may be different - for example, an increase in military tax Kostenko believes that a conditional million defenders should be sure that they will be taken care of in the event of severe injury or disability. But for this purpose, 39 million civilians have to work to provide this category of people. Otherwise, he said, a conflict will arise between defenders and those who do not participate directly in the war.
