Share: The European Commission, while preparing for the financing of Ukraine in 2026-2027, assumes that the Russian-Ukrainian war will end at the end of next year. At the same time, the EU expects that Ukraine will face a huge lack of funds in any case.

The end of the war in Ukraine in 2026 is foreseen in the letter of the President of the European Commission, Ursula von der Leyen, to the leaders of the European Union states dated November 17, writes "European Truth" with reference to a copy of the document in its possession. The President of the European Commission noted the large scale of Ukraine's financing deficit.

"According to the previous forecasts of the International Monetary Fund - on the condition that the war ends at the end of 2026 and already taking into account all the support promised by the EU, member states and international partners - Ukraine will still face a huge shortage that cannot be overcome without attracting new financing," Von der Leyen wrote to the leaders of the EU countries.

She also added that the European Council committed to "resolve Ukraine's urgent financing needs for 2026-2027, including its military and defense efforts" in October 2025. According to Ursula von der Leyen, financial assistance to Ukraine should be based on four key parameters: We will remind you that Finnish President Alexander Stubb said in a comment published on November 16 that the war in Ukraine will not end this year.
