The Kremlin can receive funds for war against Ukraine, legally importing raw oil and processing it into petroleum products such as aviation fuel and diesel. Millions of barrels of fuel made from Russian oil are still imported into the United Kingdom, despite sanctions, imposed through the Russian Federation against Ukraine. The so -called "loophole" means that Russian oil is processed in countries such as India and products are sold to Britain. This is not illegal and does not violate the British ban on Russian oil, but critics say that it undermines sanctions aimed at limiting Russia's military funds. The UK government has denied any import of Russian oil since 2022.

The Center for Energy and Pure Air Research (CREA) has stated that this "lamp in oil refining" means that countries such as India and China, which have not introduced sanctions against the Kremlin, can legally import Russian cheese oil and process it into oil products. It is about aviation fuel and diesel. They then export these products to the United Kingdom and the EU.

"The problem with this loophole is that it increases the demand for Russian oil and allows you to increase sales," said Isaac Levi, CREA leader. Data from the international energy agency show that Russian oil imports into India have grown after the war in Ukraine. The response to sanctions has reduced oil prices to attract new buyers. The bulk of imports came mainly from three refineries in India-Jamnagar, Vadinar and New Mangalur, as well as nine others in several countries, including China.
