He stressed that Ukraine should participate in negotiations, even without a Russian document, because the severity of intentions is determined by the presence at the table. According to Kellog, the Ukrainian Memorandum contains 22 points and looks quite weighted.
Meanwhile, the Ministry of Foreign Affairs of Ukraine Andriy Sibiga accused Russia of conscious tightening of the process - despite the proposal to hold a round of negotiations on June 2 in Istanbul, Moscow has not yet provided its memorandum. According to him, Ukraine insists on the cessation of fire, and then ready to discuss the wider conditions of the peace agreement.
According to The New York Times, while Ukraine insists on the immediate termination of hostilities, Russia does not show much interest in this. Instead, Moscow, according to journalists, has repeatedly stated that negotiations should focus on the so -called "fundamental reasons" of conflict - the formulation that the Kremlin uses to make broad geopolitical requirements, in particular, to guarantees NATO.
In Kiev and among Western partners, such requirements are regarded as an attempt to limit Ukraine's sovereignty. On May 28, Russian Foreign Minister Sergey Lavrov announced a possible second round of direct negotiations with Ukraine on June 2 in Istanbul. On the same day, the Minister of Defense of Ukraine Rustem Umerov stated that he would head the Ukrainian delegation at Istanbul talks. He noted that he had transferred a memorandum from Kiev to the Russian side to cease fire and awaits Moscow.
On May 28, US President Donald Trump expressed his willingness to take part in a tripartite meeting with Vladimir Zelensky and Vladimir Putin. On May 29, the Ministry of Foreign Affairs of the Russian Federation Maria Zakharova stated that Moscow would not transfer its Memorandum to the United States, since it has no agreement with other countries to exchange documents.
On May 30, the Kremlin spokesman of the Kremlin confirmed the participation of the Russian delegation in the negotiations on June 2 in Istanbul. According to him, Vladimir Putin is ready to negotiate at the highest level, but only after reaching specific agreements at the delegation level.
