Ukraine has lost its contracts for weapons through the UP investigation: Budanov revealed details

To spread: Head of the Main Directorate of Intelligence (GUR) Kirill Budanov stated that Ukraine has lost a number of contracts for the purchase of weapons abroad after the publication of the Ukrainian Truth journalistic investigation. Moreover, it is impossible to return to agreements with counterparties because of the public.

Budanov commented on the investigation called "How Ukraine overpays tens of millions of euros for weapons, which is not receiving timely", in which the Special Technoexport enterprise is under the control of the Special Export enterprise in the context of corruption purchases. According to him, this publication was discredited and caused damage to the country's defense capabilities. "Can I explain it directly.

So, after all, they found everything he wrote about? - said Budanov in an interview with Mosaychuk+. Budanov emphasized that there are no fixed prices in the issues of international trade in weapons, since there are different mechanisms in the arms market, which is supplied to different customers. "There is no price at all. You will be surprised. If you ask how much it costs-not for us, but in general-BMP-1 or LEOPARD tank, you will learn that for each country the price is different.

And one country is sold, and the other will not sell and never allow it to be done. When asked whether contacts with these countries were restored, Budanov answered negatively, explaining that for foreign partners "publicity is the worst". The material to which Budanov refers was published by the Ukrainian Pravda edition in early 2024 and concerned the procurement of weapons in the Ukrainian state during the war.

Journalists investigated the activities of state -owned enterprises, in particular "Special Technosport". The authors of the material claimed that it was the organization that GUR took "under the wing", made billions of purchases without proper supervision. According to the UP, some contracts were concluded at high cost, performed with delays or were not sold at all. In addition, some of the transactions had signs of fraud.

The publication also emphasizes that due to the lack of transparent control and a single pricing policy, even supply during wartime can lead to a weakening of defense capability - contrary to the stated purpose. It should be noted that the exact fixed price of weapons in international contracts is almost never universal. The fact is that the value can vary depending on the assistant country, the format of the agreement, political relations and the composition of the package.

In other words, one conditional unit of weapons without a maintenance package and spare parts will be cheaper than a similar system with a full support package. Conditionally, the American M1 Abrams tank can cost from $ 6 million for a "empty" car, but Romania allocated $ 2. 53 billion per package in 2023, which included 54 M1A2 Sepv3 Abrams tanks, and related components (hangars, engineering machines, ammunition, etc. ).

If you lower the intricacies of the weapons market, you can consider a simple example of purchases of F-16 fighters. In 2019, Taiwan officially allocated $ 8 billion to buy 66 F-16V fighters in the United States-about $ 121. 7 million per plane-this is considered to be the lowest price for this type of aircraft after 2009. At the same time, other countries - Bahrain, Slovakia, Morocco, Bulgaria - paid about $ 149 million for a plane for similar contracts.
