According to analysts, the President of the Russian Federation did not use an appeal to the Federal Assembly to refer to new goals in the war with Ukraine or announce the next wave of mobilization. Instead, Vladimir Putin created information conditions for a long war. After his appeal to the Federal Assembly on February 21, Russian President Vladimir Putin created informational conditions for a protracted war in Ukraine.

This conclusion was reached by analysts of the Institute of War Study (ISW) in its report, published on February 21. According to American analysts, the Russian leader's address did not formulate specific goals or intentions for war in Ukraine. Instead, Putin again spoke ancient rhetorical postulates on the "original territories of the Russian Federation", "neo -Nazi regime" in Kiev and "suffering of Donbass residents".

"Putin could use this event to formulate new goals and means of achieving them, such as another official wave of partial mobilization, overrunning" special military operation "as an official war or taking additional measures for more specific mobilization of the Russian defense-industrial base (OPC) ", - said in the ISW report.

However, according to analysts, Vladimir Putin said very little in order to create information conditions for a protracted war in Ukraine, at the same time did not formulate specific temporary goals and did not present the war as existential for the Russian population.
