Pensions to those who worked in the Russian Federation: how the government proposes to regulate questions

Due to the military aggression of the Russian Federation, the possibility of resolving the issue of pension appointment for those Ukrainians who at one time worked in the aggressor country was complicated. The Council has registered Government Bill No. 9453, designed to resolve this issue. The focus found out what he was changing. After a large -scale invasion of the Russian Federation, document circulation and contacts between state institutions of Ukraine and Russia were actually terminated.

Therefore, the certification of the length of service and the amount of earnings to those who worked in the aggressor country and want to retire in Ukraine is impossible. Focus writes about it in the new article "Pension not for everyone. Is it possible to get experience in Ukraine if the main place of work is abroad".

Due to the denunciation of the Agreement on the Guarantees of the Citizens of CIS States in the field of pension provision in Kiev and Moscow, the right to appoint a pension in Ukraine will lose: the Verkhovna Rada registered government bill No. 9453, aimed at resolving this issue. "Bill 9453 will have a positive impact on future pensioners, which is about 1 million people. Yes, it is suggested to take into account work experience abroad.

This will be about our citizens who have been forced to leave Ukraine and who have officially settled abroad. Abroad will be credited to the total length of service and at the time of retirement it will be taken into account, " - says lawyer Dmitry Kostryukov.

The termination of workflow between the Russian Federation and Ukraine complicates the clarification of problematic issues in the appointment of pensions "the bill provides for how the experience is calculated, if a person worked abroad, passed military service abroad, how to include these periods in the length of service, how to calculate pensions and envisages.

There are some moments about increasing the amount of pension, that is, recalculation, " - says Nikolai Maximov, lawyer Yuk Riyako & Partners. However, the document does not eliminate obstacles to regulating the issues of enrollment in length of service when incorrectly drafted the documents.

"With experience [acquired in the USSR countries] a huge problem, because about 50 - 60% of people are not taken into account, and they cannot make a request to Russia, they do not receive any response there, because consular channels of communication do not work, the Ministry of Justice in no way They do not interact, - states Maximov.

The authors of the bill also propose to supplement the list of grounds for termination of payment of the pension, in particular, under the following conditions: the document is proposed to restore the conditions of identification for internally displaced persons on general grounds. Recall that citizens who received IDP status before the invasion of , have to undergo physical identification in Savings Bank to obtain social payments.
