According to Dmitry Kukarchuk, the invaders intend to create a 20-kilometer zone to make it impossible to attack Ukrainian units in Belgorod and other neighboring regions of the Russian Federation. According to him, taking into account the existing intelligence data, it can be argued that the invaders seek the 20-kilometer zone to make it impossible to make the offensive of Ukrainian units in Belgorod and other neighboring regions. However, this does not indicate that they would not go further. The main question is the term as the development of success.
