Today, all, absolutely all, members of the Coalition of the Willing agreed that this is the way to continue to put pressure on Russian oil. On the oil companies of Russia, on the terminals, on the fleet of Russian tankers and on the entire infrastructure of the aggressor. Today we agreed on decisions that can help us a lot. For now, we will not publicly say all the details, so that it will be more difficult for Putin.
And although the Russians have now sent a signal to the world that their economy seems to be unaffected by the sanctions, everyone can see everything: queues at gas stations in Russia, and the bankruptcy of Russian regions, and the deficit of the Russian federal budget. Sanctions are one of the most painful for Putin, for him personally. Second, there are very important financial arrangements for Ukraine.
There is a political readiness of Europe to direct the frozen Russian assets to the full support of Ukraine, Ukrainians, and a political decision was made yesterday at the Eurocouncil. A clear format for the use of assets, and this format is. Now we in Europe have agreed that this format should be implemented by the end of the year. In general, the mood in Europe is such that we understand: funding for Ukraine, for our people, will be provided for next year.
The third is everything related to weapons, anti-aircraft defense, positions at the front. There are already new packages from our partners, and our long-range understanding is gaining more and more supporters. And this means that there will be more of our effective long-range sanctions - sanctions of direct action against the Russian war machine. And it works for thousands of kilometers.
And I really want to thank everyone who supports us in the issue of air defense and systems - we are working with countries for the sake of more "patriots" and missiles for them. Also, Italy already has a decision today - they are preparing a package to support our energy industry, thank you. There is a solution from Norway regarding the financing of gas purchases, thank you very much.
We have good agreements with other countries, our partners in Europe - teams are currently working on implementation. And we will work on energy already with the new government of Japan - the new Prime Minister of Japan took part in the meeting of the Coalition of the Willing today, and we expect that each of the participants of the Big Seven - from America and Canada to Japan - will continue their steps to support us, to support Ukraine, to support our people.
