In it, he reported that Ukrainian troops face a huge numerical advantage from the enemy. Defense forces cannot produce more than 2000 shells a day across the front line. This is less than a third of the ammunition used by Russian troops. In addition, the Minister in the letter added that weapons deficit is becoming more and more serious. Umerov urged its colleagues to make more to fulfill an obligation to transfer a million artillery shells to Ukraine.

According to the minister, the defense forces must at least be in line with the enemy's combat capacity. "Usually wins a party that has more ammunition to fight," Umerov said. The letter also states that Ukraine needs 200 thousand 155 mm shells per month.
