This problem may be solved by the introduction of cash for citizens for finding drugs, as well as their submission to law enforcement agencies. The deputy offers a kind of mechanism. According to him, people report to the police regarding "bookmarks", and if law enforcement officers do not respond in time, then in this case the citizen calls the divisions, warns that he will bring drugs, and then takes a "bookmark" and hands it to the organs.
The amounts of remuneration will be determined by the order of the Ministry of Internal Affairs of the Russian Federation. The experiment, according to his plan, should start from the Russian capital.
