Record Costs for War and Recovery in Budget-2026: Where will Ukraine get money from

To extend: On September 15, the Cabinet of Ministers approved the project of the State Budget of Ukraine for 2026. This is the fourth estimate of the country, formed in a full -scale war, record defense expenditures and urgent uncertainty about where the state will take money to cover them. The budget is based on the macroeconomic forecast of the Ministry of Economy, which is traditionally calculated in the summer. This is stated in the material of the publication "Economic Truth".

The government has laid the dollar at UAH 44. 7, although this figure almost never coincides with reality. After a year, pauses are envisaged to increase social standards: therefore, the minimum pension will increase, and the maximum in 2026 will be UAH 25. 95 thousand. Budget revenues are forecast at 2. 89 trillion. UAH. - 408 billion more than in 2025. The main sources of growth: however, these revenues are clearly not enough: the expenditures of 2026 will be 4. 751 trillion.

The shortage will be a record 2. 429 trillion. UAH. or 18. 4% of GDP. The government plans to cover this "hole" at the expense of loans. The main question is who will give money and in what volume. Finance Minister Serhiy Marchenko has already acknowledged that Ukraine is currently lacking in agreements worth about 16 billion euros ($ 19 billion). Moreover, in 2025 the government needs to find an additional UAH 300 billion to finance defense needs.

Earlier, Focus reported that a significant increase in food prices has been expected in Ukraine since mid -October. The rise in price will cover almost all categories - from vegetables and meat to dairy products and sunflower oil. The greatest growth is predicted for oil - about 40%. Also, the chairman of the Verkhovna Rada Financial Committee Danylo Getmantsev noted that the average annual dollar in Ukraine in 2026 is currently estimated at the level of UAH 44. 7.
