The Presidential Decree prohibits negotiations with Vladimir Putin, not with Russia at all. First of all, after a long silence, the Russians can hand over the Kiev Victory Plan. President Volodymyr Zelenskyy and the National Security and Defense Council of Ukraine did not prohibit negotiations with Russia. The ban concerned only a dialogue with Vladimir Putin, said the head of the Presidential Office of Ukraine Andriy Ermak on a single telephone.

"The NSDC decision concerns the inability to negotiate with Putin. As for the possible participation of Russian representatives, our position is unchanged: when the plan [victory of Ukraine] is ready, at the second summit we do not reject the possibility of the presence of representatives of the Russian Federation, which can be presented this plan," - The head of the office said.

Zelensky's decree on the ban of negotiations with Putin was signed on September 30, 2022, the document establishes the relevant NSDC decision. "To state the impossibility of negotiating with the President of the Russian Federation V. Putin," - reads in the first paragraph. Putin urged the authorities of Ukraine to abolish Zelensky's decree to ban any negotiations with the Russian Federation.

In September 2024, Zelensky at the Crimean Platform Summit said that there are no special powers for negotiations with the Russian Federation, which no one has yet. We will remind, Zelensky promised that the formula of peace will be ready in November 2024. It will teach a just end of the war, the plan was already presented in the United States. In Ukraine, they also want to organize a second peace summit by the end of 2024 with the participation of Russia.
