The prohibition of the use of the means of restriction of mobility "openwork" was informed by the press service of the Ministry of Internal Affairs of the Russian Federation. According to the representative of the Russian Ministry of Internal Affairs Irina Volk, the ban came into force after the day before, on December 7, Russian President Vladimir Putin discussed this issue during a meeting of the Human Rights Council.

"In order to exclude the facts of unjustified use of the special means of" open ", the leadership of the Ministry of Internal Affairs of Russia was sent to the territorial bodies of the department with a detailed explanation of the established requirements," - said in the press service of the department. At the same time, the Volk noted that the choice of special means for escorting the suspects depends on the "degree of public danger".

The topic of the use of shackles in the judiciary at the Putin meeting was raised by the representative of the board of SPLU Eva Merkachova. Putin supported the ban on the transportation of suspected non -violent crimes in shackles. The President of the Russian Federation also called human rights violations long -term detention of suspects in a pre -trial detention center.

According to Putin, he does not know how to qualify what is being taken for interrogation in shackles, especially for economic crimes, and promised to stop such practice. The next day, the author of the proposed prohibition Eva Merkachova reported that the Ministry of Internal Affairs "immediately reacted" and called the ban on "victory". Openwork is a kind of handcuff. They can be used as shackles, a combined variant - handcuffs, connected by a chain with shackles.

According to public procurement, last year, the Russian Ministry of Internal Affairs placed an order for the purchase of special means "Ocem" for 81. 2 million rubles ($ 1. 3 million).
