According to analysts, the military police of the Russian Federation does not want to transfer the detained military Russian to Armenian law enforcement agencies. Russia wants to challenge the sovereignty of Armenia. Moscow is trying to establish military and political power in the country. Analysts of the American Institute for War Study (ISW) reported.

The report of April 9 states that against the background of the long deterioration of the two states, the Russian military police at the Russian 102nd Military Base in Humr was detained by Russian citizen Anatoly Shhetin. It is forcibly sent to the Russian Federation. The Helsinki Civil Assembly Lawyer Ani Chatinian said that Russian law enforcement officers have no right to detain people in Armenia. They should transfer the bristles to the Armenian authorities.

The relevant statement was already sent to the Armenian Prosecutor General's Office. The department stated that the Helsinki Civil Assembly report was worked out. It is noteworthy that the Russian military police delayed Russian citizen in Armenia for desertion in December 2023 at the 102nd military base. According to Prime Minister Nicol Pashinyan in February 2024, the incident is being investigated, and Yerevan cannot "put up" with illegal actions in his territory.
