According to the US Secretary of State, the Ukrainian military needs a serious level of training for the use of M1 Abrams tanks in battle. Russian diplomats consider the departure of weapons "unprecedented provocation". The United States will not be able to put the M1 Abrams tanks on the spring offensive. This was stated by US Deputy Secretary of State Victoria Nutland during the hearing in Congress. The official explained this decision with the complexity of this technique.

"These are very complex tanks, they require serious preparation. Even if we have approved their transfer yesterday, it takes a while to deliver them to the battlefield. It is not the technique that will appear before the spring offensive," Nutland said. Republican Senator Jim Rish asked why tanks could not be transferred before. Nutland replied that at each stage, the US leadership took into account the military needs of Ukrainians and their requests.
