According to Kostenko, the United States was first categorical about the requirements of getting rid of nuclear weapons, but subsequently experts from the US company General Atomics proposed technologies for recycling high -enriched uranium and proposals for storage of plutonia, that is, the gradual destruction of nuclear weapons, not the transfer of its Russia. And it scared the Kremlin, - Kostenko said.
