Russia considers Kaliningrad one of the most strategically sensitive regions because of the location near NATO countries. The invaders are trying to compensate for the losses of air defense systems on the front, told in British intelligence. The Russian Federation could move the C-400 air defense systems from Kaliningrad to the temporarily occupied territory of Ukraine. This was reported at the UK Ministry of Defense in X (Twitter).

The Defense Ministry stated that Russia probably moved strategic air defense systems from its Baltic coast of Kaliningrad in order to compensate for the loss of C-400 at the front at the end of October 2023. British intelligence stressed that Russia views Kaliningrad as one of its most strategically sensitive regions, in particular because it borders NATO member states on three sides.

"The fact that the Ministry of Defense of Russia seems to be ready to take additional risk, emphasizes the excessive load caused by the war for some key modern opportunities of Russia," the UK Defense Ministry said. We will remind, on October 4 the Deputy Secretary of the Security Council Dmitry Medvedev stated that the Russian Federation creates missiles in the C-400 class "Earth-land". This rocket has a radio command and flies in a ballistic trajectory.
