In order to obtain permission to travel abroad, a civil servant must provide a certificate of deferral from the call and notification of enrollment on special military accounting (CMU Order No. 493-p). Civil servants can also leave Ukraine for a business trip. To do this, they must provide the border guards with documents confirming a business trip (CMU Resolution No.
440 of April 12, 2022), a certificate of deferral from the call and notification of enrollment on special military accounting (CMU Decree No. 493- August 8, 1995 p) or excerpt from the order of the Ministry of Economy (in accordance with paragraph 5 of the Cabinet of Ministers of Ukraine of 03. 03. 2022 No. 194). During the war, Ukraine defines a list of men who are allowed to travel abroad.
Among them are categories of persons who can go for training, work, treatment, business trip, to accompany children or persons in need of care, so such men should provide documents confirming the purpose of their departure. Not the purpose of departure of the following categories of men: in order to go abroad, each of the categories of persons must provide appropriate supporting documents.
