More weapons, fewer intermediaries: How did the Defense Procurement Agency work in 2024

This decision not only simplified the process, but also allowed to get rid of corruption risks and bureaucracy, which for a long time interfered with the effective provision of the army, Ukrainian Pravda reports. Did the new structure be able to meet expectations and cope with the challenges facing it? The results of the work of AOP for 2024 demonstrate its significant success in cost optimization, support for Ukrainian production and establishing international cooperation.

One of the main achievements of the agency was a significant reduction in the share of intermediaries in military procurement. If in 2023 82% of contracts were concluded through specialists, then in 2024 this figure fell to 12%. This made it possible to significantly reduce the cost of key ammunition. In particular, the average price for 155 mm caliber shells decreased by 15%, by 152 mm by 23%, and by 125 mm by 16%.

This has saved billions of hryvnias, which were aimed at purchasing additional weapons. In total, in 2024, AOP concluded 50 agreements with companies from 13 countries. The development of internal production has become another important area of ​​work of the agency.

During 2024, contracts with 155 Ukrainian weapons producers were financed. In the field of drone production, the proportion of domestic companies reached 90%, and in the sector of radio electronic wrestling (HRB) - almost 50%. In 2024, the AOP annual budget amounted to UAH 306. 1 billion. A contracts were concluded 100% of this amount, and 99. 2% of the funds were paid to suppliers. A small residue of 0. 8% arose due to technical reasons, in particular, the supply of goods in the last days of the year.

Despite trying to discredit the agency's work, it proved its ability to rationally master the allocated funds. However, the withdrawal of UAH 23 billion from its budget in favor of other structures has created a temporary deficit that will require additional efforts in 2025. AOP actively developed partnership with international procurement structures, including NATO countries. Memorandums with Denmark, Estonia, Norway, Turkey and Italy have been signed.

Particularly successful was the implementation of the so -called "Danish model", under which other countries finance the purchase of weapons for Ukraine from our manufacturers. Thanks to this initiative, Denmark has ordered Ukrainian long -range drones for € 535 million, which have already been set. In 2024, AOP supplied weapons in the amount of more than UAH 180 billion.

Another UAH 46 billion will be used for deliveries in the first quarter of 2025, which will ensure the continuity of supply for the army. 2024 was the year of transformation of the Defense Procurement System of Ukraine. The Defense Procurement Agency proved its efficiency, optimizing the costs, strengthening Ukrainian production and increasing the level of international cooperation.
