After the fall of the Berlin Wall, many analysts and philosophers proclaimed the "end of history" - the period of human life, when the future was determined by the confrontation of different systems and lifestyles. It seemed that the future of the world would determine the liberal agenda, and the final spread of ideas of individualism and the free market in all corners of the world - only a matter of time.
And all this will happen under the US security umbrella, who willingly assumed the role of a world police officer and at the same time a judge. From now on, it was expected that there would be no wars in the classical sense, but only police operations for the punishment of violators of certain rules of international law will remain.
It should be noted immediately that such a system was fully worked in Western Europe, where peace was really prevailing, and a military operation was conducted in the Balkans, where ethnic conflicts were glowing, during which NATO successfully handled the role of the police. In the other world, the situation developed somewhat more difficult. Separatic movements that poured into frozen conflicts broke out in the post -Soviet space.
Successful from the military point of view of the US intervention and their allies in the Middle East have emerged into the deployment of terrorist groups. They finally attacked the United States on September 11, 2001. It was the first powerful blow to the concept of "End of History". However, the idea that only terrorism could be the only form of protest by deterministic processes of spreading market economy and personal freedom.
At the beginning of the 21st century, it seemed incredible that a system may appear in the world, which would challenge it as if an alternative version of world development. However, in 2007, the financial crisis struck the next free market authority. The increase in the value of energy resources has led to the retreat of history. In a world where value (product of mental activity) plays a significant role, but resources (control over them - a product of voluntarism), dictators come to advance.
The actual failure of the Arab spring (in the countries where the revolutions took place, the face in power, not the systems themselves), translated the "ball" on the field of autocractions. Now, not authoritarian regimes have gradually changed autocratic - the same certain course of history that had to end, and on the contrary - one by one began to fall down democratic regimes. The trend was broken and the vector was changed.
Ten years of the XXI century can really be called the triumph of authoritarianism - the restoration of authoritarian rule in all Arab countries, where it was overthrown in 2011 (Tunis, where it all started, lasting until 2022), military coups in African and Asian countries Kyrgyzstan and Georgia.
The apogee of the faith in the inevitability of the triumph of democracy around the world was the withdrawal of US troops from Afghanistan, which led to the fall of the democratic government in this country and the return to power of the political force that Americans dumped more than 20 years ago. The cycle is over. The story was overwhelmed, and after two decades of the bloody struggle, Afghanistan returned to the state in which he met the 21st century, the Talibana.
In fact, Ukraine is perhaps the only country in the world that has been significantly distinguished from this trend. The path to democracy and European integration, to which our state has become independence, has not changed. Its ultimate point should be a break with its colonial past and the acceptance of freedom of initiative, market economy and recognition of other human rights of the highest value. Our people have confirmed their choice in 2004 and 2014.
In the future, it did not undergo significant adjustments. Yes, there were braking and numerous difficulties, but there was no significant retreat. Ukraine stood a bone in the throat of all who sought to spread the history back and divide the world into zones of influence and voluntarian control over resources.
Therefore, in fact, in view of this, our state was doomed to become an arena of struggle between different systems, ideologies, and most importantly - the concepts of vision of organization and functioning of society in the world. The struggle took place between both points of view.
The first, conditionally representing democracy led by the United States, adheres to the idea that the world is a single global social unity, which is based on universal values, namely: on the other hand - autocracy, whose opinion is represented by China and Russia, and they consider humanly different different Values: Both sides of the confrontation expected that the Great War would lead to the final victory of one of them and the demonstrative collapse of the other.
On the one hand, failure of several times the Russian army really demonstrates the worthlessness of the ideas of the efficiency of state coercion and a centralized system of distribution of resources, however, on the other hand, it is on the higher idea and continues to hold on to Ukrainian society.
After all, what else can encourage people mercilessly sacrifice themselves as not devotion to other people? In fact, during the year of the war, its intermediate result was the strengthening of both camps (Russia weakened, but other autocractions are now rallying around China, just like democracy around the United States). The head of the French Fmes Research Center, Pierre, is convinced that the war will certainly reformat the world at least in the short term.
Also an important consequence of the war was the selection of segmentation of the world - many countries try to go between drops, and they do it. The European Commissioner for Foreign Policy Josep Borrel said in December 2022: "We have moved to a disordered multipolar world where everything is weapons: energy, data, infrastructure, migration.
" It turned out that the most important consequence of the collapse of the two-pole world in 1991 was not globalization within the same victorious system, but the distribution of the geopolitical map of the world into several smaller camps, each of which claims the role of individual civilizations. Yes, the United States and their like-minded allies were captured by the obvious dominance. However, they were destined to enjoy the victorious laurels for a few decades.
In the light of their triumphs, they did not notice how several different groups of countries appeared on the dowry of Western civilization, each of which professes its own slightly different from conventional values. While the basic views were aimed at China with Russia and the allies, which they selected - the DPRK, Iran, Syria, Venezuela, India and the whole Arab world grew up from them, with the dominance of Iran and Saudi Arabia. They formed a new concept of "global south".
It is present in the development of the countries of Southeast Asia and Latin America. Asian tigers profess their special values. Until some time, all these trends were not visible to the naked eye. It was much easier to divide the world on the principle of democracy/autocracy. In fact, these two models can be subjected to numerous variations that form new forms of government and, especially important, behavioral patterns.
It cannot be said that regimes in North Korea, Iran, Saudi Arabia and South Sudan are identical. And they are authoritarian. The same applies to democratic Brazil, Norway, India and Japan in general. It is important to note here that on the one hand, the way of forming state power is not necessarily decisive in the formation of lifestyle, but on the other (especially relevant for authoritarian regimes) much depends on specific personalities and prehistory.
While the world was peaceful, all these differences were not very noticeable. Agatha Dear's economist and expert and expert, believes that the tendency to fragmentation of the world has emerged before the war, but since 2020, humanity has survived a double shock - first a pandemic and then the war and this has accelerated centrifugal processes. Everyone had to choose how to respond. And here everyone made their decision.
All these things are critical for Ukraine, but not always significant for countries located on the other side of the globe. However, everything will change significantly if the global world is finally fired into the fragments that have shot the war. After all, when military, trade unions and most importantly, value integration associations are concluded by the same principle. It is likely that further free trade and movement of people will only be possible within these alliances.
