A journalistic investigation showed that between June 2024 and March 2025, two tankers, Rina and Zircone, operated by the indicated company, carried out 286 vessel refueling operations at various points in the Baltic Sea. Of these, at least 159 are tankers that entered Russian ports shortly before or after refueling.
Anatoliy Kravtsev, an analyst of the Kyiv School of Economics, who was consulted by journalists, determined that at the time of these refueling operations, at least 20 tankers had clear signs of belonging to the Russian shadow fleet. "These vessels were not insured by any member of the International P&I Group of Clubs, and their owners and management companies were registered outside the jurisdiction of the Oil Price Control Coalition," Kravtsev explained.
The authors of the material emphasized that formally no refueled tanker was under direct sanctions at that time, but some of them were included in the sanctions lists later. In addition, according to the protocols for refueling tankers with Russian oil, these vessels should not belong to the shadow fleet, even that part of it that is not included in the sanctions lists. It will be recalled that in October the EU adopted new sanctions against Russia and blocked its "shadow fleet".
