According to the press service of the department on Telegram, he contributed to the Russian Federation in the occupation of Crimea, agreeing the signing of the document.

According to the investigation, the Admiral, who at one time was the commander-in-chief of the Navy of Ukraine and understood all the risks of continuing the stay of the Russian Navy in the territory of the country, agreed the entire package of documents necessary for the implementation of the Agreement on the Black Sea Fleet of the Russian Federation in the territory of Ukraine.

Ezhele agreed to the projects of these documents without even visiting the Cabinet meeting on April 21, 2010, at which they were discussed. There was also no mandatory legal expertise on compliance with the draft Constitution Agreement and the Laws of Ukraine.

Because of this, conditions were created for the continuation of the Black Sea Fleet of Russia in the territory of Ukraine for 25 years, which contributed to the increase of military equipment and personnel of the Armed Forces of the Russian Federation, modernization and replacement of the ship's warehouse, aircraft. In the future, they were used in the capture of Crimea. Criminal proceedings against Yezel are carried out under the procedural guidance of the Prosecutor General's office.

On March 11, 2021, NSDC Secretary Alexei Danilov informed that the Office instructed the SBU to study the circumstances of ratification of Kharkiv Agreements on April 27, 2010 and the actions of deputies. In the same year, March 12, the SBU began to investigate the circumstances of their signing and ratification, opened criminal proceedings against officials of public authorities.

Rinat Akhmetov, Andriy Derkach, Vasyl Khmelnitsky, Igor Palitsya, Vitaliy Khomutinnik, Vadim Stolar and others voted in favor of Kharkiv agreements. The ratification was supported by 236 deputies, of which 136 were representatives of the Party of Regions.

On April 21, 2010 in Kharkiv, then President Viktor Yanukovych signed an agreement between Ukraine and Russia, which continued to stay the Black Sea Fleet of the Russian Federation for 25 years in Ukraine allegedly in exchange for a gas discount. According to the DBR, in fact, Ukraine did not receive discounts - before signing the agreements of the Russian Federation twice artificially inflated.

In 2014, the military personnel of the Russian Federation, together with other units of the Armed Forces of the Russian Federation, occupied Crimea. The Verkhovna Rada of Ukraine announced on February 20, 2014 the beginning of the temporary occupation of Crimea and Sevastopol by Russia. International organizations called the occupation of Crimea illegal and condemned Russia's actions.
