President Emmanuel Macron announced the acceleration of the implementation of the "Military Programming Law", and the country's military leadership believes that this decision is "more necessary than ever". At a hearing in the National Assembly on October 22, the Chief of the General Staff of Defense, General Fabien Mandon, explained why such steps have become critical for France.

According to him, the Russian-Ukrainian war continues on the continent, and Europe lives in conditions where "cracks are everywhere. Mandon notes that the war in Ukraine contributed to the strengthening of Russia's military industry - the aggressor country quickly increased the production of ammunition and key equipment, and its industry "significantly exceeded that of Europe" in critical industries.

This gives Moscow a long margin of safety even after the possible end of hostilities. "Russia produces very quickly and has the experience of a three-year war. They have learned to reorganize with the clear goal of opposing NATO. For this, they have a fully mobilized industrial base, and we can imagine that after the signing of peace or the announcement of a cessation of hostilities, Russia will continue to arm itself for many years," General Mandon said.

In addition, Moscow does not shy away from hybrid attacks and intimidation and may "give in to the temptation" to continue the war on the European continent. In the end, Mandon formulated priority tasks — the French armed forces must be prepared for a serious test within three to four years, and the ability to deter a potential aggressor depends on this.

"Already now, if our potential rivals, our opponents, understand that we are making efforts for self-defense and that we have such determination, they can surrender. If they get the feeling that we are not ready for self-defense, I don't see what can stop them," he concluded. It will be recalled that France officially announced the launch of the Missile Balistique Terrestre (MBT) program — a land-based ballistic missile with a range of up to 2,000 kilometers.
