Revements through the e-office of the conscript, blocking bank accounts, ban on receiving a passport abroad without military accounting documents-these are some proposals that the authorities want to strengthen the call. The focus, along with the experts, understood what the new mobilization bill. The Verkhovna Rada registered a new version of the mobilization. The document was published on the Parliament's website.

The previous version, put forward by the Cabinet of Ministers at the end of 2023, caused widespread resonance, and politicians did not want to take responsibility for the proposed rules. The new version of the mobilization bill was more restrained than the previous one, although a number of provisions were retained by lawmakers - for example, the norm for reducing the conscript age from 27 to 25 years. However, this time the authorities tried to focus on the benefits.

For this purpose, the Ministry of Defense presented a presentation with key points of the document. Among them: at the same time, some provisions of the bill are still raised by questions. In the new bill, the authors propose to send summons through the e -cabinet of the conscript. It is not yet known how it will work in practice. Experts in a conversation with focus note that it will take a while for the innovation.

It is necessary to start the software, determine the transition period in which all servicemen should register in the application. However, the idea for Ukraine is not new. "Registration in the e -cabinet was attributed to the duties of Ukrainians in the framework of military accounting. For violations according to administrative liability. Legislators suggest that the military is obliged after registration in the electronic office should periodically go there and check the information. "It is possible to draw a parallel with an electronic court. If there is an e-cabinet in the ECD, you need to monitor the summons and dates of the meeting. If you do not do and miss the meeting, the court will still consider that he has informed the person properly," Gerich adds.

The document states that the day of delivery of the summons shall be considered the day when the shopping center and the JV are notified that the summons was delivered to the conscript electronic office. Information about a person who has not appeared in the CCC in the prescribed period and did not register in the "e -office of the conscript", the military committee will probably be sent to the National Police, where the conscript will be wanted.

The offender may then apply the restrictions provided for in the draft law. Namely - arrest bank accounts, restrict traveling abroad, as well as driving a car. Economists explained the focus that such restrictions on conscripts who would not update data in the CCC and JVs in a timely manner could have a serious impact on the country's economy. Thus, according to the economist Oleg Hetman, in the case of blocking bank accounts, there is a threat to deposit accounts, which keep more than 1. 5 trillion UAH. If the bill is approved, the conscripts will start withdrawing money from deposit accounts massively.

Even if some of them go to the cash sphere, it will cause serious damage to the economy, as the banking system can issue a loan. If there are no deposits - no loans. With regard to conscripts abroad, legislators have come up with a more difficult task. The passports of a citizen of Ukraine or a foreign passport, as well as seek any consular services during the martial law, men of conscription age can only in the presence of military accounting documents.

It is about the abolition of the right to defer for employees of state structures. Namely - Beb, DBR, State Executive Service, National Person, NABU, Prosecutor's Office, Judicial Protection and Patronage Service. They will no longer be eligible for deferral, but they can be distorted from mobilization.

According to the document, institutions with civil servants of category "B" and "B" can book 50% of conscripts. The right to reservations will also be in the heads of city and settlement councils or territorial communities and in the military who work in positions in local self -government bodies. According to experts, this norm does not change anything dramatically. The lawyer Rostislav Kravets says focus that in fact the word "delay" is simply replaced by the word "reservation".

According to the expert, there will be no mass mobilization among representatives of state structures. Gerich also notes that the proposal from the legislators is that such workers need to be book, and not give them a deferral after special work. "It just complicates the procedure," the lawyer said. The new law proposes to replace conscript service with basic military training. Ukrainians between the ages of 18 and 24 can choose independently when they are trained.

"If we are going to fight all our lives, then after passing a military training at 18 years, the conscript will not be mobilized within two years.
