The incident was explained on October 31 by the police press service of Zhytomyr region. The publication states that law enforcement officers stopped the car through a reversal in a forbidden place.
"At the wheel was a man who had no driver's license. In order to check for intoxication, police suggested that he undergo an appropriate examination," the department said. The press service emphasized that the man agreed and passed the testing voluntarily. "Police did not use duties related to road safety and coercive measures," the post said.
