In his place, the delegation will be headed by the deputy head of the presidential administration, Maksym Oreshkin, by personal order of the head of the Kremlin.

Putin himself will not fly to South Africa, as the country has signed the Rome Statute, according to which it is obliged to arrest Putin on the warrant of the International Criminal Court as an international criminal. Lavrov flew instead of the president to the BRICS summit in Brazil this year, and in 2022 to the G20 summit in Bali. The last time Lavrov made public statements was in October.
