Many buildings and objects are being built in the port of Okramchire, Bellingcat noted. This base is likely to have strategic importance to the Russian Navy. On the territory of the occupied Abkhazia, in a small harbor of Okamchyr, which serves the coal terminal and the coastal protection unit of the Federal Security Service of the Russian Federation, a new Russian naval base will be built, which will become "a permanent location of the" parts of the Black Sea Fleet of Russia.

Satellite images analyzed by journalists show that since the beginning of 2024, the activity in the harbor has accelerated: the construction of many buildings and facilities is underway around the perimeter. According to experts, this base will be of strategic importance for Russia and can be a safe shelter for the Black Sea Fleet, which is being attacked by Ukrainian drones, so most of the Navy has been moved to Novorossiysk.

The recent changes observed on the basis of Okamchir include the emergence of several new foundations, clearing the land for construction and a new perimeter, which will significantly expand the area of ​​the base. To the east of the harbor, where the railway tracks enter the military base, about 36. 5 thousand square meters were cleared. m. Earth, and over the last few weeks, construction, previously, a large concrete foundation was approximately 100 x 40 meters.

A new road around the perimeter was cleared around the east side of the territory, between the base and the city of Okramchir. Shadows in satellite images apparently show that a fence was built along this route, which potentially means a significant expansion of the territory of the base. Another foundation is being built next to the harbor since June 2024. You also show the tugboat of Russia's project 22870, which arrived in Okamchir from Novorossiysk in early July.

The earlier cleared field was cleared on the west side of the base, and a large trench of unclear purpose was dug through the center. The cleared areas can be seen on the beach, probably due to the extraction of sand and a filler for construction on the spot, which, as Google Earth's satellite images show, was previously in this place.

Bellingcat journalists say that Russia's plans for the naval base in Okramir are little, and it remains unclear what the purpose of new structures will be, which is Russia's long-term goals for the base and how it will affect its strategic situation in the Black Sea. As of the middle of June, the forces of Ukraine's defense managed to formally damage and destroy 28 enemy ships. In general, a third of the Black Sea Fleet of the Russian Federation was dismissed.
