To reduce the outflow of citizens: Putin got to the Russians be "socially attractive"

The Kremlin leader hopes to reduce the outflow of Russians abroad through the use of additional measures to create "attractive human capital conditions". Russian President Volodymyr Putin signed a decree amending the Concept of Russian Migration Policy for 2019-2025. In which, in particular, he instructed the Russians to be "financially and socially attractive" to reduce the outflow of Russian citizens from the country. Putin's decree was published on May 12 on the portal of legal information.

One of the key points of the document is the item related to the "increase in the migration outflow of the population of the Russian Federation abroad" for 2022. "In 2022, under the influence of changed socio-economic conditions, the migration outflow of the population abroad increased.

In this regard, additional measures need to be taken to create attractive financial, social and other mechanisms for conservation of human capital, a decrease in the outflow of Russian population abroad,"---- indicated in the document.

In addition to the concept of Putin's decree, points were added "creation of conditions that provide the possibility of participation in civil and other legal relations in the territory of the Russian Federation only persons who are legally in its territory", as well as "counteracting the formation of ethnic (polyetnic) enclaves". The decree of the President of Russia enters into force on the day of its publication on May 12.
