According to the Presidential Decree, new military city administrations will appear in Severodonetsk, Popasna and Gorsk. On March 24, President of Ukraine Volodymyr Zelensky signed Decree No. 181/2023, which he created three military administrations in the Severodonetsk district of Luhansk region. According to the document, the following military administrations will appear: it is reported that new bodies have been created on the basis of existing military-civilian administrations.

It is worth noting that all the above settlements are temporarily occupied by Russia's troops. On Friday, March 24, the chairman of Severodonetsk Oleksandr Struk reported that the occupation administration was creating conditions in the city for living solely for himself and his environment. The sources of income in the city are extremely limited - natural trade and auxiliary construction work. Other invaders cannot be offered.

At the same time, the sewerage system in the city does not work - the flow of mechanical flow is contaminated by the Seversky Donets. On March 14, Struk reported that the Russian military increases their presence in the city. According to the mayor, Severodonetsk became the rear base of the invaders. According to the chairman of the Severodonetsk military-civilian administration, there is now a catastrophic humanitarian situation in the city.
