According to the Jamestown Foundation Analytical Center, the revival of this structure is focused on the preparation of pilots for strategic bombers, in particular Tu-95MC. In addition, Russia plans to restore: as noted in Defense Express, these steps are part of a broader reform of the military education system, which includes centralized deployment of "military-educational centers" on the basis of civilian universities.
Such structures essentially replace the Soviet model of military departments. In 2021, there were 109 such centers in the Russian Federation, then by 2024 their number increased to 137, with a total number of approximately 60,000 students.
Analysts believe that the increase in the number of military educational institutions and secondary education institutions demonstrates the Kremlin policy to stimulate the inflow of young people to technical schools and restrictions on access to higher education. This creates the base for both the mobilization reserve and for the extension of the army's personnel component.
It is noteworthy that Russia is betting on the training of strategic aviation experts - a kind of troops, which, despite its importance in the Russian nuclear triad, has virtually received neither quantitative nor qualitative renewal of equipment. Against this background, the focus on the preparation of flight warehouse looks as an element of a long -term bet on long -range weapons and strategic deterrents.
