He noted that there are gray areas where there are no occupiers, but they control the territory with fire.

According to the expert, it is not necessary to "cut from the shoulder" immediately and to release all the management of Kharkiv OVA, but urgently need to correct all the mistakes. "The question is: Who is guilty of this? Local administration? Contractors have failed? Who has erected money?
