Agrarians, hospitals, transport services: who can get to the register for protection against missile attacks of the Armed Forces of the Russian Federation

The register of critical infrastructure objects includes enterprises that require increased protection in case of missile attacks of the Armed Forces of the Russian Federation. Their list is constantly increasing. Such enterprises have a priority in the issues of electricity in the case of blackouts, as well as the ability to book employees from mobilization. Ukraine is preparing for winter, which, according to representatives of the authorities, will be difficult.

First of all, because of the threat of missile attacks of the Armed Forces of the Russian Federation on the objects of critical infrastructure of the country. In order to strengthen the protection of enterprises that are important for the state, the State Security Service specialists have developed a register of critical infrastructure objects.

Those who get to the database will prioritize electricity, as well as consult with specialists in safety and protection, reservation of employees and organization of procurement of equipment required to strengthen protection, according to the simplified procedure.

Focus asked the Head of the State Service of Special Communications and Information Protection of Ukraine, Brigade General Yuri Shchigol to tell what objects relate to critical infrastructure in wartime and what measures of enterprise protection measures are envisaged in the case of missile attacks of the Armed Forces of the Russian Federation.

In order for enterprises to get to the Register of Critical Infrastructure, they must meet the criteria that determine social, political, economic, environmental importance for the defense of the country, the security of citizens, society, state and law and order. These criteria are listed in the Law of Ukraine "On Critical Infrastructure" and the Government Resolution No. 1109.

In particular, the register includes objects that carry out functions to provide vital national interests, for which there are challenges and threats. In case of damage to such objects, significant damage to the health of the population, social sphere, state sovereignty, economy, natural resources of national and local importance can be caused. "It is a matter of objects that provide vital functions and provide appropriate services.

For example, fuel and energy sector enterprises provide people with heat and electricity, agrarians-food, transport-provide a combination,"-explains Yuri Shchigol. In total, there are 25 sectors of critical infrastructure. Each of them is responsible for the relevant central executive body.

For example, the Ministry of Energy-for the fuel and energy sector, the Ministry of Defense-for digital technologies, the State Secretariat-for the protection of information, the Ministry of Health-for institutions that provide medical care. It is the sectoral bodies that determine which objects belong to critical infrastructure and assign them to one of four critical categories: from the highest to the lowest level.

The register of critical infrastructure objects is responsible for the State Security Service. It is they who bring the enterprises to the base on the basis of information provided by sectoral bodies. "We, as an authorized body, have the right to demand documents on the basis of which the object is offered to include in the register of objects of critical infrastructure and to initiate review of the established category.

At the same time, I want to add that enterprises can independently contact the sectoral bodies with request for inclusion to the Register of Critical Infrastructure. The agrarians, which this summer and autumn were undergoing mass shelling of the Russians, were interested in how to get to the Register. This can only be done through sectoral organs. In the case of agrarians, agrarians should contact the Ministry of Agrarian Policy, "Shigol continues.

Once the enterprise gets to the Register of Critical Infrastructure Objects, the operator is obliged to develop a safety passport for each of them. There is no single plan on how to protect any object from possible shelling and other threats, since each enterprise has different critical elements. For example, protecting a substation and an elevator with grain is a completely different task.

The safety passport for each object contains a plan of action on how to protect businesses from different threats to national, sectoral and object level. It necessarily agrees with the appropriate functional bodies, and the monitoring of the state of protection of critical infrastructure objects is carried out by sectoral and functional bodies.

For example, the plan for the protection of counteraction to cyberrataks is developed in accordance with the recommendations approved by the Cyber ​​Security Department of the State Secretariat of Communications. And the Air Attack Protection Plan - in accordance with the forms of defense plans and recommendations of the General Staff. Operators can seek advice from the authorized bodies of state authorities and to the State Secretariat of Communications.

"In order to protect against Russian shelling of rockets and drones, in addition to the operation of fire defense fire groups, passive protection is also important. These are engineering structures that should reduce the damage from explosions and fragments, and dispersion of storage of food and storage facilities for personnel protection" , - says Shchigol.

Cybersecurity experts also noted in a comment on the focus that only the legal addresses of enterprises are indicated in a specific register without focusing on physical placement, and therefore it is not of interest to the intelligence services of the aggressor country. We will remind, according to the Minister of Energy of Ukraine Herman Galushchenko, any forecasts for blackberries are unfounded, and energy is ready for any scenarios.
