The Russian Foreign Ministry representative Volodymyr Yermakov accused the United States and their allies of implementing "destabilizing military programs". The Russian Federation may abandon a unilateral moratorium on the placement of medium and smaller lands. The Medium and Low Procedure Missiles Treaty was concluded between the USSR and the United States in 1987 in Washington and came into force in 1988. The document was signed by Mikhail Gorbachev and Ronald Reagan. The RSMD envisaged the first history of elimination of all complexes of ballistic and winged landscapes of ground base (1000-5500 km) and smaller (from 500 to 1000 km) range. In addition, the parties pledged not to produce, test or deploy such weapons in the future.

The contract was fully executed until June 1991. As a result, 1846 Soviet missile complexes and 846 American were destroyed. After several mutual accusations of violating the terms of the agreement in February 2019, the United States and Russia decided to get out of its obligations to RSMD.
