The new report of the US Analytical Center reports that the Kremlin did not deliberately impose any restrictions on the goals of war in Ukraine, and repeatedly stated that territories outside the Kherson, Zaporizhia, Donetsk and Luhansk regions were allegedly owned by Russia. The Institute of War Study (ISW) believes that Russia sees a strategic need to conduct military operations on several fronts and prevent Ukraine's counter -offensive.
Nicole Volkov, an ISW researcher in Russia, said that Russian plans to delay the war will push Putin to set new territorial goals. "Russia is making gradual success in the offensive on Ukraine to delay the war, not allow Ukraine to conduct significant counter -offensive operations and wait for Western support," ISW said. According to the researchers, Putin probably believes that he can use the opportunities of the Russian Federation to preserve the initiative and seize a larger territory.
Prolonged war will also allow the Russian Federation to expand the defense-industrial base and personnel. "The ISW warned that a protracted war would push Putin to set new territorial goals until he is convinced that the Ukrainian forces will not be able to restrain the offensive of the Armed Forces or carry out significant counter-patrons To return the lost territories.
