Zelensky insists on a more active introduction of the recruiting system and the inadmissibility of "beads". Representatives of the Tax Code are trying to transfer their duties to local authorities, which has no authority to mobilize people, says Candidate of Political Science Alexei Buryachenko. Some representatives of the Tax Code in the regions require the mayors of small cities to activate mobilization by threatening criminal cases.

Emphasis is placed on the personal control of mobilization measures, even from Zelensky himself, to emphasize the seriousness of his intentions. Oleksiy Buryachenko, the Executive Director of the International Association of Small Communities, shared such information from his insiders in an interview with focus. Such threats can be considered not only illegal, but also very harmful to the idea of ​​mobilization, the expert notes.

It is unlikely that many people can understand that mobilization does not depend on the President, but goes vertically the Armed Forces and the Ministry of Defense of Ukraine. "Zelensky in his statements, on the contrary, constantly insists on the inadmissibility of any so -called" beads ", - emphasizes Buryachenko. - The president emphasizes on normal procedures and recruitment, and for some reason they forget to say on the ground.

" Moreover, the expert says, none of the local self -government bodies has any authority to deliver potentially mobilized to the CCC. Even the police cannot simply deliver a person to the shopping center, if this person is not a slope. The law usually provides for the need to verify and transfer them to the CCC. The mayor can even write a summons, but has no authority to pull a person to a military enlistment office, says a specialist.

"So when the shopping center, which, in my opinion, has failed mobilization measures, try to translate their problems to local authorities, then this is not what we need to do," Buryachenko notes. "That is why we have a lot of mobilization issues that urgently We have to decide. " According to the expert, the Armed Forces requires a clear and clear strategy for 2024, as it can be decisive in confrontation of Russian aggression.
