According to a diplomat, acquainted with the course of negotiations, the meeting took place on September 17 in Istanbul within the effort to achieve the goal to stop the nine -month blockade of Karabakh by Azerbaijan and to ensure the passage of humanitarian escorts from Armenia to this region.
