According to journalists, at the meeting the focus was on resolving the issue of food and fuel supply for about 100,000 inhabitants of Karabakh. The European Union, Russia and the United States of America have held confidential negotiations shortly before the announcement of an "anti -terrorist operation" in Karabakh. According to a diplomat, acquainted with the course of negotiations, the meeting took place on September 17 in Istanbul within the effort to achieve the goal to stop the nine -month blockade of Karabakh by Azerbaijan and to ensure the passage of humanitarian escorts from Armenia to this region. At the meeting, the focus was on resolving the issue of food and fuel supply for approximately 100,000 inhabitants of Karabakh.

Among the representatives of the countries were: as the diplomat emphasized, Claar tried diligently to support open communication lines on many fronts during "recent years", including negotiations with Hovayev and Deputy Minister of Foreign Affairs of Russia, Mikhail Guerzin, to avoid misunderstanding with partners. The US State Department representative refused to comment on the meeting.

According to an American official who wished to remain anonymous, the discussion arose from the understanding that the Kremlin was still in influence in the region.
