According to the US Treasury, the Russian Federation from energy exports in 2023 decreased by 44%, with the Kremlin decided to spend money on the creation of a shadow fleet for transportation of "black gold". In the United States of America, they plan to strengthen control over the ceiling of prices for Russian oil through new restrictions on those who bypass sanctions.

The Ministry of Finance is also studying the opportunity to increase the costs of the Russian Federation for oil transportation, the US Ministry of Finance reports. So, according to the Acting Assistant to the US Finance Assistant Economic Policy Eric Van Nostrand, new sanctions will affect the shadow fleet that is actively using Moscow to transport its oil.

"Both in order to interfere with its further expansion, so that when the Kremlin decides to invest additional funds in it, to continue to withdraw funds from its military funds," he said. He also added that from the very beginning, the US and allies gave the Russian Federation the right to choose. In Moscow, they could adhere to the established oil prices, which would allow energy to be trades at a significant discount, or invest huge funds in the "shadow fleet".

The Kremlin has chosen the second way, but such actions, as noted by Van Nostrand, contribute to the growing budget deficit of Russia. "Income from energy exports - the main source of Kremlin income - decreased by 44% compared to 2022. This situation was very alarmed and services. So real economic losses for the Kremlin are much higher, " - explained Eric Van Nostrand. It should be noted that the oil embargo on oil supplies from Russia to the EU came into force on December 5, 2022.

The ceiling of prices for Russian oil was set at $ 60 per barrel. At the same time, against the background of restrictions, the aggressor country began to cooperate more actively with the UAE to sell energy in this country. In addition, the Russians managed to create a shadow fleet that bypassed international sanctions and delivered Russian oil to buyers around the world.
