Russia is suspected of conspiracy to send ignition devices to the US aircraft. Explosive devices were masked under electrics and departed from Lithuania. The Kremlin stated that they "never heard" about such accusations. The Western intelligence services suspect that the two ignition devices sent through DHL delivery were part of the secret Russian operation, which eventually aimed to cause fire on board freight or passenger aircraft flying to the US and Canada.
